Provincial Nominee Programs without job offers in Canada 2021

Six provinces in Canada offer Provincial Nomination without job offers to encourage young skilled workers to work and stay in Canada, thus developing the Canadian economy.

  1. Saskatchewan Immigrant Nominee Program (SINP)
  2. Alberta PNP through Express Entry
  3. Prince Edward Island PNP through Express Entry
  4. Ontario Immigration Nominee Program (OINP)
  5. BC PNP – International Post-graduate
  6. Quebec Skilled Worker Program (QSWP)
  7. Nova Scotia Nominee Program (NSNP) – Nova Scotia Demand: Express Entry is permanently closed)

Saskatchewan Immigrant Nominee Program (SINP) eligibility criteria:

SINP has three subcategories,

  • International Skilled Worker: Employment Offer
  • International Skilled Worker: Saskatchewan Express Entry
  • International Skilled Worker: Occupations In-demand

Applicants who do not have a job offer in hand, but are highly skilled in an in-demand occupation, may be eligible to apply under the subcategory International Skilled Worker: Occupations In-demand. (Eligibility criteria keep changing. Visit the official website before submitting your application). The government fee for this application is $350.00, which needs to be paid at submission of the application.

Eligibility criteria:

  1. Score a minimum 60 points out of 110 on the SINP point assessment grid.
  2. Have a CLB (Canadian Language Benchmark) 4 in English language test.
  3. Have a post-secondary education which is valid and equal to Canadian education (if done outside Canada, get your Education Credential Assessment done).
  4. Have a minimum of one year full-time work experience that falls under NOC 0, A, B categories.
  5. Your work experience must be relevant to your education and occupation.
  6. Have proof of financial funds for the settlement plan.

Alberta PNP through Express Entry

Alberta Immigrant Nominee programs have streams for workers and entrepreneurs. The province has 2 streams for foreign workers:

  • Alberta Opportunity Stream
  • Alberta Express Entry Stream

Likewise, 3 streams for entrepreneurs:

  • International Graduate Entrepreneur Immigration Stream
  • Self-Employed Farmer Stream
  • Foreign Graduate Start-Up Visa Stream

The Alberta Express Entry Stream does not require you to have a job offer to apply.

Eligibility criteria:

  1. Be active in the federal Express Entry pool
  2. Meet at least one of the three immigration programs criteria from the Express Entry pool
    1. Canadian Experience Class (CEC)
    2. Federal Skilled Trades Program (FST)
    3. Federal Skilled Worker Program (FSW)
  3. Have a minimum CRS (Comprehensive Ranking System) score of 300 points
  4. Meet any one of the factors below:
    1. Have a job offer or work experience in Alberta
    2. You are a graduate from any Canadian post-secondary institution
    3. You have a parent, child, brother or sister, who is a Permanent Resident/Citizen living in Alberta
  5. Enough funds for a settlement plan in the province.

Prince Edward Island PNP through Express Entry

Prince Edward Island PNP Express Entry does not require applicants to have a job offer from PEI. However, priority will be given to those who are working and living in the province of Prince Edward Island.

Eligibility criteria:

  1. Should meet any of the requirements from the active Express Entry pool
    1. Canadian Experience Class (CEC)
    2. Federal Skilled Trades Program (FST)
    3. Federal Skilled Worker Program (FSW)
  2. Should have a minimum of 300 CRS (Comprehensive Ranking System) points.
  3. Sufficient financial funds for a settlement plan in the province.

Ontario Immigration Nominee Program

Ontario International Student Stream

International Master Graduates and PhD graduates can apply for OINP without a job offer from the employer in the province.

Eligibility Criteria for Master Graduates:

  1. Should have completed a Master’s in any of the eligible Ontario institutions.
  2. Should have CLB (Canadian Language Benchmark) level 7.
  3. No work experience or job offer is required to apply for this program.

Eligibility criteria for PhD Graduates:

  1. Should have resided in Ontario for at least 12 to 24 months prior to the application being submitted.
  2. At least two years of the PhD must have been completed in Ontario.
  3. Should meet the financial requirements for the settlement plan mentioned by the Ontario Government.
  4. Proof of intention to live in Ontario.

OINP Express Entry System

Applicants who do not have a job offer from the province, should have an active profile in Federal Express Entry and meet the requirements in either Federal Skilled Worker (FSW) or Canadian Experience Class (CEC) to apply for OINP. There are three streams under OINP Express Entry System:

  • Human Capital Priorities Stream

Eligibility criteria:

  1. Should have a minimum of 400 points CRS (Comprehensive Ranking System) score.
  2. Should have a CLB of 7 in the language proficiency.
  3. Should have the proof of settlement funds at the federal level, not the provincial level.
  4. No job offer is required.
  • French-Speaking Skilled Worker Stream

Eligibility criteria:

  1. Should have an active Federal Express Entry profile and meet the requirements either in FSW or CEC.
  2. The French language results must show a minimum score equal to CLB level 7.
  3. Should have the proof of settlement funds at the federal level, not the provincial level.
  4. No job offer is required.
  • Skilled Trades Stream

Eligibility criteria:

  1. Should have an active Express Entry profile that meets the CEC (Canadian Experience Class) criteria.
  2. Should be residing in Ontario at the time of application.
  3. Should have CLB level 5.
  4. Should have obtained work experience in Ontario in an eligible skilled trade issued by the Ontario College of Trades.
  5. Should have the proof of settlement funds at the federal level, not the provincial level.
  6. No job offer is required.

BC PNP – International Post-Graduate

Students who have a graduate degree in certain programs from an eligible institution are qualified to apply for this stream in British Columbia without a job offer.

Graduate degrees that are valid for this immigration program:

  1. Agriculture
  2. Biological and biomedical sciences
  3. Computer and information sciences and support services
  4. Engineering
  5. Engineering technology
  6. Health professions and related clinical sciences
  7. Mathematics and statistics
  8. Natural resources conservation and research
  9. Physical sciences

Eligibility criteria:

  1. Should have graduated in the last three years with a Master’s degree or Doctorate (PhD) in the natural, applied or health sciences.
  2. Should have a legal status in Canada.
  3. Should have the intent and ability to live in Canada.
  4. Sufficient financial funds for a settlement plan in the province.

Quebec Skilled Worker Program (QSWP)

Under this stream, Quebec does not require applicants to have proficiency in French, even though the official language in Quebec is French.

Eligibility criteria:

  1. Should have at least one year of experience in the last ten 10 that falls under NOC 0, A, B categories.
  2. Sufficient funds for a settlement plan in Quebec.
